Structure of Panchayat Raj Institutions (in India)
Panchayat Raj is the local self-government institution in India. It operates at three levels:
Village Panchayat: This is the lowest level of governance. It is a union of a village or a few small villages.
Elected members: Ward members: Representatives directly elected by the people from each ward.
President/Chairman: May be elected from among the ward members or in some states directly elected by the people.
Vice President: Elected from among the ward members.
Main functions: To meet local needs such as rural development, drinking water, sanitation, public health, primary education, roads, lights, and promotion of agriculture.
Block Panchayat/Panchayat Samiti: This is a middle-level institution above the Gram Panchayats and below the Zilla Panchayat.
It connects all the Gram Panchayats in a block.
Elected members: Members directly elected from the block level.
Sometimes the Gram Panchayat Presidents of the block are also its members.
The Block Panchayat President and Vice President are elected.
Main functions: To plan development projects at the block level, provide technical and financial assistance to the Gram Panchayats, and coordinate health and education institutions at the block level.
Zilla Panchayat/District Panchayat: This is the highest level Panchayat Raj institution. It coordinates all the Block Panchayats in a district.
Elected members: Members directly elected from various divisions of the district.
The District Panchayat President and Vice President are elected.
Lok Sabha and Legislative Assembly members from the district are sometimes also its members.
Main functions: To plan the comprehensive development of the district, to monitor the activities of the block panchayats and gram panchayats, to lead the major development projects of the district, and to resolve common problems across geographical boundaries.
This three-tier system ensures a unified development approach from the village level to the district level.
